He came up in this world initially through his 8-year experience with a state-level law enforcement agency in Colorado.     The shooter was on a balcony. I assume that he thought there wasn’t enough time to get close and shot to stop the attack.

      Thanks for the feedback. I hadn’t heard about the shots being fired from a balcony, so what you said makes perfect sense about not being able to close the distance for a better shot. Thanks so much for the input and for listening.
