On June 2nd, 2015 the Attorney General’s office updated their official list based on that criteria and in doing so stopped honoring permits from Arkansas, Kansas, Mississippi, and Missouri. You can find the official site and list here:

This is the first on map generator of its kind that takes into consideration the factor that some states will honor a permit from another state only if that permit is in the hand of a resident from that state.
The change that effects the greatest number of people is that Ohio will now recognize any valid permit from any US state in Ohio.
